CASE II Project team

The European Civil Aviation Conference (ECAC)  is responsible for the overall implementation of the CASE II project, under a grant from the European Union.

The CASE II Project is carried out by a Project team comprising:

  • The Project Director – Deputy Executive Secretary of ECAC
  • The Project Manager
  • Two Aviation Security Experts
  • Two Assistants to the Project Manager

The pool of experts for the delivery of capacity building activities include:

  • Experts from the 44 ECAC Member States (National Auditors, Inspectors, Aviation security specialists, law enforcement specialists)
  • Experts from Partner States
  • Experts from organisations as needed

This project is funded by the European Union

CASE II Project Team

Mark Rodmell

Project Director

Mark Rodmell is the deputy executive secretary of the European Civil Aviation Conference (ECAC) and project director of the Civil Aviation in Africa, the Middle East and Asia (CASE II) Project. He joined ECAC in December 2020 after holding various international aviation roles in the UK government, including the UK permanent representative to ICAO (2012-2017) and, most recently, head of international aviation security policy and regulation (2018-2020).

  • Overall responsibility for the CASE II Project
  • Supervision of the plan of activities and the project team
  • Build and maintain high-level relationships with Partner States, ECAC Member States, and all organisations involved

Hanan Achahboun

Project Manager

Hanan Achahboun joined the CASE II Project as Project Manager on 1 June 2022. She holds a master’s degree in Political Sciences and has 10 years of experience in project management both at national and international levels, with a focus on international technical cooperation in security and defence sector for the past five years. Hanan is responsible for leading, managing and coordinating the implementation of the Project.

  • Overall management, coordination, implementation of CASE II Project activities
  • Liaison with Partner States, ECAC Member States, and international organisations relevant to the Project’s implementation
  • Managing the reporting process to donor organisation
  • Identification of operational needs in Partner States
  • Quality control of tasks performed by Assistants

Aleksandar Yankov

Aviation Security Expert

Aleksandar Yankov joined the ECAC CASE II Project team on 1 November 2021, and he is keen to participate in ECAC’s activities in Partner States. His professional development has spanned various stages, but invariably directly related to aviation security. A former commercial airline pilot, he also has over 25 years of hands-on experience in development and application of national regulations and international standards. From 1995 until joining the CASE II Project team, he held several positions including head of the security department at the Bulgarian CAA, manager of an aviation training, consulting and security services centre, as well as an independent trainer and a freelance consultant. Since 2013, Alexander has also been an ICAO international aviation security instructor.

  • In-country liaison with Partner State aviation security representatives
  • Production of mission reports resulting from capacity building activity

Charlotte Lund

Aviation Security Expert

Charlotte Lund joined the CASE II Project on 1 October 2022, bringing two degrees in Communications and Marketing and 16 years of experience in regulations, training, and education in aviation security to bear on her position as Aviation Security Expert. Before joining ECAC, Charlotte held a security specialist position with the Danish National Police. As a Security Expert with CASE II, her responsibilities will include:

  • Development of training material
  • Coordination with Points of Contact in Partner States
  • On-the-ground delivery of capacity building activities
  • In-country liaison with Partner State aviation security representatives
  • Production of mission reports resulting from capacity building activity

Mickaël Terosier

Aviation Security Expert

Mickaël Terosier joined the ECAC CASE II Project team on April 3. Prior to joining ECAC, he held various positions in France, including deputy head of the security department at the French air transport Gendarmerie Headquarters, aviation security auditor for the French civil aviation authority, and Instructor at ENAC, one of the ICAO Training Centers.

Throughout his career, he has continuously focused on all aspects of aviation security from developing, monitoring, and teaching national, European, and international AVSEC regulation. As an international aviation security specialist, Mickael has provided technical expertise in France and over 15 countries in Europe, West Africa, and the Middle East. As part of the Project Team, his responsibilities will include: 

 

  • Development of training material;
  • Coordination with Points of Contact in Partner States;
  • On-the-ground delivery of capacity building activities;
  • In-country liaison with Partner State aviation security representatives; and
  • Production of mission reports resulting from capacity building activity.

Miguel Lopez

Aviation Security Expert

Miguel joined the ECAC CASE II Team on 4  July 2023 to work as a Security Specialist. He has several years of experience as a national aviation security auditor for the Spanish Civil Aviation Authority, for which he acted as the Spanish representative in various ECAC working groups. He re-joins the ECAC-CASE II Team CASE II Team after having been part of it as a secondee for nine months in 2022. As part of the Project Team, his responsibilities will include:

  • Development of training material;
  • Coordination with Points of Contact in Partner States;
  • On-the-ground delivery of capacity building activities;
  • In-country liaison with Partner State aviation security representatives; and
  • Production of mission reports resulting from capacity building activity.

Alagie Jeng

Aviation Security Expert - Secondee

Alagie joined the CASE II Team on 5 July 2023 on secondment from the Gambia Civil Aviation Authority, where he holds the position of Aviation Security and Facilitation Quality Control Manager. He is an ICAO-certified national Aviation Security instructor and auditor and has recently completed the ICAO Universal Security Audit Programme – Continuous Monitoring Approach (USAP – CMA). He is moreover a member of the Banjul Accord Group (BAG) Technical Committee on Training and is part of the AFCAC Aviation Security and Facilitation Working Group as an expert under the AFCAC African-Indian Ocean Cooperative Experts Scheme (AFI-CES).

Prior to working in the aviation industry, Alagie worked as a qualified schoolteacher. 

As part of the CASE II Team for six months, Alagie will support the work of the CASE II Project by: 

  • Developing training material;
  • Coordinating with Points of Contact in Partner States;
  • Delivering in-country capacity building activities;
  • Liaising with Partner State aviation security representatives; and
  • Producing mission reports following capacity building missions.

Klejda Dervishaj

Financial Administrative Assistant

Klejda joined the CASE II Team on 1 October 2022 as a Financial and Administrative Assistant after several years of professional experience in Albania in relevant roles in a financial institution and an international services company. As part of the Project Team, her responsibilities include:

  • Assisting the Project Manager in the financial an administrative tasks relating to the delivery of activities;
  • Preparation of all financial documents required for the delivery of the Project’s activities;
  • Preparing travel arrangements for experts and participants to and from the location of Project activities;
  • Providing relevant data to the external auditor; and
  • Maintenance of all relevant financial databases and records.

Julian Lovekin

Administrative Assistant

Julian joined the team as an administrative assistant on 1 October 2022. A recent graduate from the London School of Economics in the History of International Relations, he has held several administrative positions in the past and is keen to apply this acumen to his role with CASE II. As part of the Project Team, his responsibilities include: 

  • Assists the Project Manager with communication and administrative tasks relating to the delivery of activities
  • Preparation of official communications with Partner States and Member States;
  • Preparation of external communications on the Project’s activities;
  • Preparation of interim and annual reports on the progress of the Project’s implementation;
  • Maintenance of databases and Project records; and
  • Maintenance of the Project website.
